Just drain the oil with the drain screw removed, take the cap bolt off the top of the fork, then you can compress the fork and remove the spring and install the new one along with fresh fork oil.

...Yeah, looks like the little rubber covers and chrome plates that cover the cap bolts TRAPPED WATER in there. For years.

Now I need to get a 17mm impact rated hex bit socket, and pray that it breaks loose without stripping.
